Saving Energy Saves Money!

The Weatherization Program provides energy conservation improvements which will create a "home envelope", closing off any air leaks that had been in your home. These improvements will help lower your utility bill and make your home more energy efficient.

When you qualify for the program we will send out a certified energy auditor to perform a free and complete energy inspection on your home to determine the major sources of energy loss and identify potential cost-effective improvements that can be made.

Potential Improvements Include:

  • Attic insulation and venting
  • Crawl space insulation and venting
  • Sidewall insulation
  • Furnace repair or replacement
  • Heating duct insulation
  • Weather stripping/caulking
  • Replacement of damaged windows and doors
  • Other draft reduction measures

Who is Eligible for Weatherization?

Annual Income includes the gross income of all members of the family. All support payments, benefit payments and interest income must be included. The income limits for 2010 are (maximum gross amount):

Eligibility Requirements

  • Single-family, mobile homes, and multi-family housing units can be weatherized if the occupants meet the income level requirements.
  • In a multi-family building, at least 51% of the occupants must meet the income level requirements.
  • The property owner or an agent must sign the application and authorize the audit.

Agreements

After the energy audit, prior to weatherization, the property owner must enter into an agreement with Community Action Center. There are two types of agreements: one is for owner occupied homes and the other is for rental property owners.

Owner Occupied Agreement

Once you have become eligible for weatherization, cost effective weatherization measures will be installed with no cost to the homeowner.

Agreement Provisions

If you sell your property within 3 years from the date weatherization is completed, you must pay back the cost of the weatherization on a pro-rated basis.

Renter Occupied Agreement

The landlord must be willing to pay a portion of the cost of the energy conservation improvements.

Agreement Provisions

  • The tenant rent cannot increase for one year following completion of the weatherization work.
  • After one year, rent can only increase for the following reasons:
    1. To recover the costs related to an increase in property taxes.
    2. To recover actual costs of improvements made, other than weatherization, that directly benefit the tenant.
    3. To recover an increase in operation and maintenance.
  • For a period of three years after weatherization is completed, the renter shall not be evicted, except for:
    1. Failure to pay rent.
    2. Damaging the property.
    3. Violating any provision of the lease.
  • If the property is sold within three years from the date weatherization is completed the new owner must:
    1. Accept full responsibility and obligation for the agreement signed; or
    2. The cost of the weatherization is to be paid back on a pro-rated basis.
